Job Summary

The Senior Environmental Officer / Pollution Control Officer (PCO) leads the development, implementation, and monitoring of environmental management programs across company operations and project sites. This role ensures full compliance with local environmental laws, manages environmental risks, and acts as the primary liaison with regulatory bodies, specifically the DENR-EMB.

Key Responsibilities

  • Ensure total compliance with Philippine environmental laws (e.g., RA 9275 Clean Water Act, RA 8749 Clean Air Act, RA 6969 Toxic Substances Act, RA 9003 Ecological Solid Waste Management Act).
  • Oversee the timely application, renewal, and maintenance of all necessary environmental permits, including Environmental Compliance Certificates (ECC) and Permits to Operate.
  • Conduct regular environmental monitoring and site audits (air, water, waste, noise) and prepare/submit Self-Monitoring Reports (SMR) and Compliance Monitoring Reports (CMR) to the DENR-EMB.
  • Develop and implement environmental management, emergency response, and pollution mitigation plans; lead investigations into any environmental non-compliance or incidents.
  • Act as the official representative of the company in all dealings with the DENR-EMB, local government units (LGUs), and community stakeholders regarding environmental concerns. Conduct internal environmental awareness training for project staff.

Job Qualifications

  • Bachelor’s Degree in Environmental Engineering, Chemical Engineering, Civil Engineering, Environmental Science, or a related field.
  • With DENR-EMB Accredited Pollution Control Officer (PCO) for at least 10 years.
  • Minimum of 10 years of solid working experience as an Environmental Officer / PCO, preferably within construction, heavy infrastructure, or manufacturing sectors.
  • Strong technical understanding of environmental impact assessments, waste management systems, and environmental compliance auditing. Excellent communication skills for handling regulatory inspectors and community relations
