Position Overview
The Livelihood Officer supports the Livelihood Supervisor in the implementation of the CultureLand Project's community well-being program by planning, coordinating, and monitoring community-based interventions that enhance the well-being and resilience of partner Indigenous Cultural Communities (ICCs). The position oversees Community Wellbeing Associates and provides technical guidance in the delivery of interventions related to livelihood, health, water, sanitation and hygiene (WASH), education, and women and youth empowerment. The Community Well-being Officer leads community engagement, stakeholder coordination, Information, Education, and Communication (IEC) activities, and capacity-building initiatives to promote meaningful community participation and strengthen local capacities. The role ensures that interventions are implemented effectively, are culturally appropriate, and aligned with project objectives through timely monitoring, documentation, reporting, and collaboration with internal teams, Indigenous Peoples Organizations (IPOs), Indigenous Political Structures (IPS), government agencies, and other project partners.
Key Responsibilities
1. Community Well-being Planning and Implementation
● Support the Livelihood Supervisor in planning, implementing, and monitoring the CultureLand Project's community well-being program.
● Lead the implementation of community-based interventions related to livelihood, health, water, sanitation and hygiene (WASH), education, and women and youth empowerment.
● Assist the Livelihood Supervisor in preparing annual work plans, activity schedules, budgets, and implementation timelines for assigned activities.
● Identify implementation risks and recommend mitigation measures.
● Ensure interventions are delivered effectively, on schedule, and in accordance with project objectives.
2. Team Supervision and Coordination
● Supervise, mentor, and provide day-to-day technical guidance to Community Well-being Associates.
● Assign and monitor field activities, review outputs, and provide coaching to ensure quality implementation.
● Promote a collaborative, high-performing, and accountable team environment.
3. Community Engagement and Stakeholder Coordination
● Build and maintain effective working relationships with Indigenous Cultural Communities (ICCs), Indigenous Peoples Organizations (IPOs), Indigenous Political Structures (IPS), local government units (LGUs), government agencies, and other project partners.
● Facilitate community consultations, meetings, and participatory planning processes.
● Ensure community participation is inclusive, culturally appropriate, and aligned with Indigenous Peoples' rights and local governance structures.
4. Information, Education, and Communication (IEC) and Capacity Building
● Lead the development and implementation of IEC activities to promote awareness and participation in community well-being initiatives.
● Plan and facilitate capacity-building programs, training, workshops, and mentoring activities for community members, IPOs, and local partners.
● Support the strengthening of community institutions to sustain project interventions.
5. Monitoring, Evaluation, Documentation, and Reporting
● Monitor the implementation and outcomes of community well-being activities against approved work plans and project indicators.
● Ensure accurate collection, validation, and management of project data.
● Prepare technical reports, activity reports, meeting documentation, success stories, and other project deliverables.
● Coordinate closely with the Monitoring, Evaluation, and Learning (MEL) team to support project reporting and adaptive management.
6. Cross-functional Collaboration
● Collaborate with the Forest Restoration, Forest Protection, GIS, Stakeholder Engagement, and MEL teams to ensure integrated project implementation.
● Coordinate with external partners to maximize synergies and support effective delivery of community development activities.
7. Compliance and Safeguards
● Promote gender equality, social inclusion, cultural sensitivity, and the integration of Indigenous Knowledge Systems and Practices (IKSP) where appropriate.
● Support compliance with Indigenous Peoples' rights and Free, Prior, and Informed Consent (FPIC) principles throughout project implementation.
● Review technical reports prepared by Community Well-being Associates.
● Provide technical coaching and mentoring.
● Ensure compliance with project standards and donor requirements.
8. Other Duties
● Perform other duties as assigned by the Livelihood Supervisor or the Project Management Team to support the successful implementation of the CultureLand Project.
Qualifications & Skills
● Bachelor’s degree in agriculture, Agricultural Economics, Agribusiness, Agricultural Extension, Rural Development, Community Development, Social Work, Sociology, Development Communication, Public Health, Environmental Science, Forestry, or other related fields.
● Licensed Agriculturist is preferred and considered an advantage.
● Relevant professional training in agricultural livelihood development, enterprise development, value chain development, market linkage, community development, participatory facilitation, public health, WASH, project management, or social development is an advantage.
● At least 2 years of relevant professional experience in agricultural livelihood development, rural development, community development, social development, or implementation of community-based programs.
● Experience working with farmers, cooperatives, community organizations, Indigenous Peoples Organizations (IPOs), NGOs, government agencies, or development organizations.
● Strong skills in community engagement, participatory facilitation, stakeholder coordination, and culturallyappropriate engagement with Indigenous Peoples and local communities.
● Strong skills in planning, implementation, monitoring, and documentation of community-based livelihood and community well-being programs.
● Experience in supervision, mentoring, and coaching of field personnel, Community Well-being Associates, community facilitators, or community-based workers.
● Ability to design and facilitate Information, Education, and Communication (IEC), training, health and WASH awareness, education, and capacity-building activities for communities and stakeholders.
● Knowledge of Indigenous Peoples’ rights, Indigenous Knowledge Systems and Practices (IKSP), safeguarding principles, and culturally appropriate community engagement is an advantage.
● Knowledge or experience in community health promotion, WASH practices, education support, women and youth empowerment, and community resilience is an advantage.
● Strong communication, interpersonal, organizational, coordination, and problem-solving skills, with the ability to work effectively in remote and rural communities.
