Job Description

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
• Follow up the evolution of the hospitalized patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
• Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care.
• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

The project provides primary health care outpatient consultations for all age groups, with a specific focus on chronic respiratory diseases such as COPD and asthma, as well as mild-to-moderate lower respiratory tract infections (LRTI) and TB.It integrates medical consultations, emergency response, research, and community engagement.

• Provide OPD consultations to respiratory disease (LRTIs, TB, PTLD, COPD, Asthma) patients in a Tondo primary health care center.
• Maintain good relations/collaboration with MHD staff based in the health facilities. Coordinate and work closely with the physician-in-charge, nurses, and BHWs of the health center.
• Train health centre staff on respiratory disease and referral pathways.
• Prescribe treatment, after clinical assessment, for eligible adults and children.
• Follow-up with patients in close collaboration with the MHD TB and NCD program run in the health facilities.
• Ensure regular follow up of chronic care patients enrolled.
• Ensure a safe and healthy workplace (both in the office and in the community) by adhering to the prescribed infection prevention and control standards and adherence to security precautions.
• Participate in project coordination and medical team meetings.
• Strictly adhere to the guidelines on patients’ rights, data confidentiality and privacy and quality of care.
• Document and communicate significant clinical observations, barriers to care, referral challenges, and other findings that may be relevant to the medical team and overall project objectives.
• Support the project team in responding to urgent or emerging health needs in the community and health facilities when requested.
• Provide regular monthly clinical and programmatic data, including relevant indicators, patient outcomes, and significant findings identified during consultations and follow-up activities.
• Perform other tasks that may be requested or delegated in line with the objectives of the project.
• Participate in the capacity building

Requirements:

Education

Medical Doctor diploma
Diploma in Tropical Medicine, NCD, respiratory health or infectious disease

Experience

Minimum 2-years experience post internship as a Medical Doctor in clinical work.
Desirable: Experience in NCDs, Pulmonology, Tropical Medicine, Infectious Disease, or Family Medicine.

Languages

English essential. Tagalog essential.
