Organization Background

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science￾based solutions, and taking conservation actions that benefit nature and humanity. With more than a century of experience, long-term commitments in dozens of landscapes, presence in more than 60 nations, and experience helping to establish over 150 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding, and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities. Working with local communities and organizations, that knowledge is applied to address species, habitat, and ecosystem management issues critical to improving the quality of life of vulnerable communities whose livelihoods depend on the direct utilization of natural resources.

Program Background

WCS’s office for the Southeast Asian Archipelago (SEAA) region is based in Singapore and is responsible for WCS conservation programs in Indonesia, Malaysia, and the Philippines. The SEAA region contains the third largest expanse of tropical rainforests and the majority of the Coral Triangle, the global center of marine biodiversity. The region includes over 25,000 islands and comprises the world’s second, third, and sixth-largest islands (New Guinea, Borneo and Sumatra). Our current efforts focus on protecting Nature’s Strongholds, including the Leuser Ecosystem and Endau Rompin landscape and some of the region’s most important coastal ecosystems, including coral reefs, mangroves, seagrasses, and tidal wetlands, including in the Bohol Sea (Philippines), North Sulawesi, North Maluku, Aceh, West Nusa Tenggara (Indonesia), and Sarawak (Malaysia).

Within the SEAA region, WCS has operated for many years in Indonesia and Malaysia. In the Philippines, WCS has recently opened a branch office and, leveraging its historical project-based legacy, is now, together with local partners, designing a conservation program that will complement the many ongoing terrestrial and marine efforts in the Philippines. We are initiating efforts to build a small and impactful team, develop government, civil society, and NGO partnerships, and build out the knowledge base to inform WCS’s broader conservation strategy and approach in the Philippines (for example, marine conservation, illegal wildlife trade, rights and communities, forests and climate change, and health).

WCS’s initial program focus is on marine conservation and management of the Bohol Sea, adopting an integrated (land-sea) and ecosystems-based approach to conservation. The work will be implemented in partnership with the local community, peoples’ organizations, and other NGOs/academe and delivered in close coordination with government agencies.

Position Summary

The Project Officer supports coordination and implementation of Wildlife Conservation Society (WCS) Philippines’ policy and partnership initiatives. The position provides technical, administrative and alignment support that advance engagement with various stakeholders on conservation priorities of the organization.

The position works closely with government agencies, local government units (LGUs), civil society organizations, and local community members to support program and project delivery, stakeholder engagement, activity organization, knowledge management, reporting, and partner coordination. The Project Officer supports the implementation and coordination of national and site-level conservation initiatives across WCS Philippines’ portfolio. The position works closely with program, technical, operational, and field teams to ensure activities in accordance with WCS operational standards, donor requirements, and organizational policies.

Primary Responsibilities:

1. Stakeholder Coordination and Partnership Support

  • Coordinate with government agencies, local government units (LGUs), civil society organizations, academic institutions, and other partners to support implementation of WCS policy and partnership activities.
  • Assist in preparing official correspondence, meeting materials, presentations, invitations, briefing materials, and other coordination documents.
  • Support the logistical and administrative organization of workshops, consultations, trainings, conferences, meetings, and other stakeholder engagement activities
  • Prepare meeting documentation, attendance records, activity summaries, minutes, and post-activity reports.
  • Track action points, partner commitments, and follow-up activities to support timely implementation of agreed deliverables.
  • Coordinate with field teams and partner organizations to support consistent implementation and reporting of project activities required of the Policy Unit.

2. Policy and Technical Assistance

  • Support the Associate Director for Policy and Partnerships in the preparation and consolidation of concept notes, policy briefs, technical proposals, donor reports, partnership documents, program updates, and resource mobilization materials.
  • Assist in monitoring the progress of national-level engagements and policy or planning priorities both nationally and locally using WCS monitoring and evaluation (M&E) systems and reporting frameworks.
  • Consolidate technical and administrative documents required for donor reporting, compliance, and internal coordination purposes.
  • Contribute to the development of presentations, communication materials, and design of activity plans of the Policy Unit.

3. Administrative and Operational Support

  • Maintain activity schedule of the Policy unit and ensure alignment with WCS teams and external partners.
  • Organize and maintain unit records, databases, contact lists, and administrative documentation.
  • Provide support for procurement coordination, vendor engagement, and logistical arrangements in accordance with WCS policies and procedures.
  • Ensure assigned activities comply with organizational operational standards, safeguarding requirements, and donor regulations.
  • Contribute to fostering a positive working environment internally and externally.
  • Perform additional tasks as assigned by the Associate Director for Policy and Partnerships.

Minimum Requirements:

  • Bachelor’s degree in Development Studies, Social Sciences, Economics, Environmental Management, Public Administration, or related disciplines.
  • At least three (3) years of relevant professional experience in project coordination, program implementation, or stakeholder engagement within the non-profit, government, or private sector, preferably in environmental governance, biodiversity conservation, or rights-based conservation programs.
  • Demonstrated experience in multi-stakeholder coordination and engagement with government agencies, development partners, civil society organizations, and community-based stakeholders.
  • Strong organizational, administrative, and records management skills with attention to detail and compliance requirements.
  • Proficiency in technical writing, report preparation, facilitation, and professional communication.
  • Working knowledge of project implementation processes, activity coordination, and monitoring and evaluation systems.
  • Demonstrated ability to apply culturally sensitive, gender-responsive, and inclusive approaches in program implementation.
  • Willingness to travel domestically, including to remote field locations, and internationally as required.
  • Professional proficiency in written and spoken English and/or Filipino.
  • Strong service-oriented mindset with the ability to work collaboratively in fast-paced and multidisciplinary environments.
  • Flexibility to coordinate and work with teams across multiple time zones.
  • Experience working with national government agencies, local government units, Indigenous Peoples, and local communities is an advantage.
